Independent Care Waiver Program (ICWP)
Georgia‐specific Medicaid waiver (under Section 1915(c)) that provides in‑home and community‑based support to adults ages 21–64 with severe physical disabilities or traumatic brain injuries (TBI) who would otherwise need care in a hospital or nursing facility
To qualify, applicants must:
-Be Medicaid‑eligible
-Be between 21 and 64 years old (and can continue past 65 if already enrolled)
-Have a severe physical disability and/or TBI significantly limiting daily living activities
-Be medically stable, yet at risk of institutional placement
-Be able to live safely at home or in a community setting
-Be capable of managing their own services (though this requirement is waived for those with TBI)
-Not have a primary diagnosis of mental illness or intellectual disability
